No, all accident should report to police unless settle privately. If you don't make police report, the insurance might not cover your side if something happen.
Probably, "po****" want to save work from summon the car owner to investigate.

sweat.gif the 1st summon is late report, the 2nd summon will be u found guilty for bang people (after investigation, in case you bang people).

You should report it (in case you bang people, no matter how, unless you already pay cash) so that poeple can claim from your insurance.

There is the uncertainty. He may or may not report.
It is up to you which choice you want to take:
a. Don't report, pray hard the other party won't report for hit-n-run.
b. Report with saying that forgot who has you bang -> pay for late report summon. Police can't investigate unless the other party report.
c. Report with car plate -> pay for late report summon. Police will summon the other party for investigation. ! more summon to you if you find guilty.
