These dirty memory and caches will eventually be freed up if Android runs low of memory (and Android 4.x+ rarely runs low of memory unless you're using a phone with < 512MB of usable RAM). If Android lags while killing apps, that means there's something wrong with one of your services. Also, chrome is a very bad browser that spawns a lot of processes that consume a lot of RAM. Avoid it at all cost.

It is rarely killed (unless your free RAM absolutely drops below 50MB). As for Chrome, it's services are special as it maintains the sandbox, thus is tied to the visible process. That in itself consumes a lot of RAM as well as CPU time. It's not a good browser to use as it causes lags even in a modern phone like Xperia Z.
