Can anyone advise how we can reverse tether from my pc to my SGS4?? Any apps or ways available?

Hi guys,
Any Idea where we can get a fully waterproof cover that enables us to use the phone underwater. Planning to go to a beach side vacation and since S4's camera is quite stunning to say the least  , I'm planning to make full use of it. |
