Bug abuse will be dealt with by bug fixes. VAC is primarily to address the use of external programs that modify the game's code to gain an unfair advantage.

The general skill build is to max your first and second skill as soon as possible, while getting your ultimate whenever it's available.

Item-wise, burst regen is good on you, because you can tether your carry to help him regen. Common items are Tranquil/Arcane, Urn, Mekansm, Heart/Bloodstone etc. Situational items can include Halberd/Skadi/Mjolnir.

Laning is relatively simple - you have strong harass (2nd skill) and initiation (1st and ultimate). Abuse whenever possible. Pick a teammate with a dedicated stun and stick to him like glue.

Yes, but Wisp is best utilized in the 4th position. Courier -> upgrade -> smokes, wards etc. if your 5th can't afford it.
