You can connect it directly. but no matter what headphone, pairing it with amp will definitely perform better.
HE400 is not hard to push. But not hard to push doesn't mean it will sound very nice right away.

For me I personally won't suggest customers to buy expensive headphone for directly connection to ipod, computer or handphone. I rather you buy a more expensive DAP with cheaper headphone. The reason being, the in build DAC in computer, hp and so on is not good enough. So if you connect a good headphone to it directly, it won't let the headphone unleash its potential. (DAC -digital to audio, that means what information is being converted to audio in the first layer is determined by DAC)

Furthermore, if connecting it to ipod and hp directly is for convenience, HE400 is open back. Not suitable as a portable unit.

Normally if you are into audio, in the end, the cheapest thing might be your headphone.
