Strange... VC-1 is different from WMV, theoretically VC-1 Dxva decoder only work with VC-1 video.
And try to use the faster video renderer, eg VMR7/VMR9/EVR windowed mode, custom renderer is 3D mode need a really fast GPU, but VMR7 may have quality problem.
For decoding, try to use the default decoder by microsoft, its much faster than FFmpeg and post processing is enabled by default.
second thing is to use OpenGL renderer but your IGP is Radeon...

all renderer mode (VMR/EVR) will have video stutter, like every 2 seconds (literally unwatchable). System default plays fine, but I assume it's not hardware accelerated and processing is done by CPU.
what is the default decoder by Microsoft? how do i set/get that thing?
should i give wmp11 a try?
