each game has limited number of card drops

TF2, DOTA 2, Portal 2, Half-Life 2 - 4 card drop
CS:GO, DOn't Starve - 3 card drop

if your card drop already reach its limit, the drop won't be refilled and you'll never get any card from the game. you have to buy it in steam market or trade it.
you can check your number of card drop in your Badge section.

for TF2 and DOTA 2, each $9 purchase on the in-game store will nett you +1 card drop. but you need to be premium first then the card can start dropping.

y i didnt badges for dota2 & TF2?

you need to get all 9 cards for tf2 and all 8 for dota 2

then craft all the card together on your steam badge profile page to obtain your first level 1 badge

actually the system works by players can get atleast half of the card through gaming and half of it is either buy or trade it if you have duplicates card.

for tf2 need total of 9 cards to craft a badge and maximum can get through gaming is 5 cards.
cs:go total 5, so can get 3. others also the same.

for those who got duplicate cards can do trades here with a bot, it do 1:1 trade with the same game but be sure to check the link for information and how to do the trade. http://steamcommunity.com/id/CardExchange
