no since you guys want your cards so much, we're allowing you your cards.
However, since you want your cards so much and are completely disregarding the risks. Your potentially getting banned is not our fault.

so in a way
multi account which was the cause of chezz ban
doesn't carry any risks
the risks he hints at are hacked cards

Simmer down... I am going to take a neutral stand here as usual.
Look. I think in this case, chezzcake was deemed by the GCF mod team to have violated the COC by multi accounting and suspicion of hacking. Shakugan allegedly worked with 3 "witnesses" to verify the multi acc, thus made the ban. At the same time, the giveaway (or something else) could have triggered a warning on possible hacking. I dont know for sure, but the end result is chezzcake being banned.
Due to numerous posting in chezzcake's giveaway thread, Brett thought that chezzcake could have a case regarding the reason why he could have been mistakenly banned for multi accounting and he had restored chezz's account, probably without checking with Shakugan and other senior mods.
Upon realizing that there could be more than multi accounting being the reason, chezz's account was restricted again. Kyosuke (obviously did not have the best of communications) was scathing in his post, but had hinted at this. He mentioned that there is a possible risk but he cant elaborate further without spilling the beans on how they detect the possible hacking activity.
Anyway, if you trust chezzcake then please continue to do so.
==================================================================
Putting myself in the mods shoes... if I suspect someone of multi accounting, IP records is a must. Even if someone hijack your account, their IP would have changed when they log in from elsewhere. Unsure if same IP of chezz and gameon could be the reason for suspecting they are the same person, though this could be explained if chezz is recorded as logged in from different IPs (one at own place, one at hacker's spot).
If the hijacker use it to trade, then trace the trade activities and check IGN for trade. Multiple accounts but using the same IGN to trade usually sounds suspicious, right?
I am not accusing chezzcake, for I do not know him well enough. But the above are some of the things I think should be logical to do.
On the hacking front... I have no idea. I am hoping to enjoy the game a while longer without pouring too much resource in...

Thumbs up at your analysis.
As mentioned in my poll thread at forum suggestion - i just chase for more transparency, not to fight to free cheezz or any other person, as the mods do the investigation and apparently there is an appeal board for the banned ones.
If ban reason is given upfront - the banned will just need to go and appeal at the banned section - in this case cheezz will go and appeal and need not make a fuzz here and gcf and cause the big hoo-hah...
