I don't think so. Online transaction with TAC may not be notified since you're aware of the transaction and you're authorizing the transaction.

It is applicable, say when you are returning to KL from overseas and it got delayed.

usually if u called fast enough, the cc could ensure that the payment didnt go through. however, sometimes payment already made to the vendor, esp if it involves non-internet bisnes, the payment will appear in your maybank2u account. if ufilled up dispute form and submit early, they can avert the payment before the cc statement is out by 25th of the month.
if it is not averted, and it appears in ur statement, u need to pay first, then they'll refund you back the money once they concluded the investigation.

happened to me once, but it involves online transaction. my cc got hacked, and was used to pay FB purchases and another dunnowhat company. 1 got thro and the other one I was abled to stop it before payment made. then later file the dispute, and before cc statement out, the matter was resolved. I didnt make police report for this one, but in ur case, sure need the police report.
But in ur case, I have a feeling u might need to pay those transaction first, then later got refund
