Which book did u referred? Seems outdated.

Please Refer Postal Act 2011,Part VIII, Regulation of Rates, Section 37

(1) Notwithstanding section 36, the Minister may, on the recommendation of the Commission (in this case, MCMC), prescribe -

a) the postage rates to be charged by the licensees (Pos Malaysia) for services which are within the definition of universal service or non-universal service and may specify the minimum or maximum rates that may be charged or the actual rates that shall be charged; and

b) the publication or disclosure of rates and rate increases for postal services.

2) The regulations made under subsection (1) on the rates which the universal service licensees may charge for postal services -

a) a defined area of the universal service, on the principal that the rated shall be uniform throughout Malaysia; and

b) the reminder of the universal service on which the rates may vary for different geographic zones, or for delivery between different geographic zones, to reflect the differences in costs incurred by a universal service licensee depending on the geographic zone or zones.

3) The Minister may, by order published in the Gazette, exempt any person from the payment of any rates in relation to postal services on such terms and conditions as he thinks fit.

this 2 lines sums it up, may allows for a lot of leeway, its a loophole if you may.

in other words, post malaysia can charge as much as they want without seeking approval of the minister if no recommendation is given OR the minister sets a price too high.

so a minister can set a price x1000% of current price, post malaysia increases at x400%. no problem
post malaysia can also increase prices by 200% but no recommendation is given, minister cannot act.

i try to say the process of any increasing rates in postal services are like this:

1) pos malaysia recommend new tariff to the ministry
2) ministry will table it in cabinet meeting
3) if approved by the cabinet, then only minister will sign
4) to be gazetted
5) to be implemented

there is no such thing pos malaysia can increase suka hati
