(1) hard to get allocation
(2) the price upon listing is near the US debt settlement - thus making difficult.
(3) if No.3 is true, collect during open market

Treasury bills would take a hit in international markets. With T-bills losing value in markets, interest rates—especially short-term interest rates—would start to rise.

Rising interest rates would impair recovery from the 2008 financial crisis.
