mm.. this is OEM.. it is tied to the computer you first installed.. i don't think you can sell it to other people except the people has the same specification with the pc you first installed to..

and it is meant for self assembly PC (DIY)

OEM licenses of Windows:
1) Are bound to the first computer installed on and are not transferable
2) Can not do an in place upgrade from older versions of Windows
3) Offer no free support from Microsoft
4) Allow hardware upgrades of all components except for the motherboard (unless because the original motherboard becomes defective)

The new user can try and call MS for activation on reason "upgraded to a new computer" . Good luck! :-)

Just use the reason of No.4 lo.
Usually for a period, you still can activate through the internet. Otherwise phone activation also can be done as reason No.4

By the way,
My windows 7 Pro is a new unit, which still in sealed condition and have not been activated before,
so it can be applied to any condition.

this is questions how do i cheat the telephone activation if i said my mobo is spoil actually i sell to other? hmmmm
