i think it might very well due to the cost. snapdragon 600 still qualcomm flagship right now until real product with snapdragon 800 comes out. as a flagship product i don't think qualcomm want to sell it cheap. but in the end qualcom still win because the new N7 choose their processor. with Texas Instruments leaving the SoC business there are hardly any other choice. so far samsung exynos still pretty much limited to samsung product only and nvidia T4 was purposely delayed by nvidia to so they can bring in their T4i faster to market.

i think they know about it already. hence the delay of Tegra 4 so they can speed up the development of their integrated soft modem inside their tegra. now they already know how to integrate it the next iteration of Tegra should include the soft modem without the need for separate version. although they can keep their current strategy; Tegra 4 for tablets and high end phones and the T4i for mainstream phones.

device with Tegra 4i won't coming out at least early next year. as for tegra 4 there are few device using it like ZTE Geek and Xiomi Mi3. also some of Tegra 4 tablets already shipping like the Toshiba one. when it comes to tegra 4 it should compete directly with Snapdragon 800. i saw a lot of design wins of snapdragon 800 with phones or phablet but i haven't heard much about it in tablets yet.

actually tegra 4 gpu looses to adreno 330 isn't really new. when qualcomm officially launch snapdragon 800 the benchmark already indicate it will be faster than tegra 4 gpu. but on cpu side of thing tegra 4 might be slightly faster than snapdragon 800 due to A15 inside tegra 4.
