What happened to my TYRE, Outer side of the tread is gone

I thought for symmetrical tires, we should reverse the tire if the outside thread is shallow? From the photo we can see the right side is bald while the left side is thick. Of course don't do this on tires with rotation marked. My car also the same, you can actually see that area is subjected to high concentrated stress and traction when you look at how the car turns into a corner  The photo is an extreme example but you can see how it affect the tires, the weight of the car went to the outside side of the tire. If the tire have rotation marks then don't reverse it, because you will risk aquaplaning.
