They can offer 10mbps as the entry package, but as you know cable broadband speeds fluctuate very badly during off peak hours if oversold.If too many people are placed on the same node, you'll be lucky if you get a decent 2mbps speed out of it.
Initially when it's still new and without many subscribers, the service may still be fine but as subscriber grows, the QoS is questionable.
Deployment will concentrate on high rise apartments similar to Time Broadband because they can use the existing MATV coaxial cable within the buildings for FREE.
