Russia Offers Upgrade Package for RMAF's MiG-29Ns

PARIS: RUSSIA'S official arms sales agency has offered an upgrade
package for the Royal Malaysian Air Force's 18-year-old MiG-29N
Fulcrum jet-fighters.

Rosoboronexport's upgrade package will extend the aircraft's lifespan by
40 years.

Sources said Rosoboronexport believed this to be a better option than
the Malaysian government's plan to replace the Fulcrums in its multi-
role combat aircraft (MRCA) replacement programme due to lower costs involved in an upgrade package compared with purchasing new aircraft.

However, the sources said cost was not the only factor which needed to
be evaluated.
"There are a number of other things which need to be factored in. For
instance, there are many things which need to be upgraded on the
MiG-29s to ensure that the aircraft are on par, or at least as close as
possible, with newer aircraft.
"Maintenance costs will also have to be factored in. So, yes, while an
upgrade will allow us to keep an aircraft which is loved by the pilots
who fly them, there are still many factors which need to be considered,"
said the source.

But Rosoboronexport deputy chief Victor Komardin told Paris Airshow
News, published by AIN Publications, that if the upgrade package is
rejected, Russia would want to be involved in RMAF's MRCA replacement programme.

To this end, Russia would offer additional Sukhoi SU-30MKM Flanker
aircraft, currently the most advanced jets that RMAF operates.
Komardin also said Russia would also consider a request for a fifth-
generation fighter, should the Malaysian government be interested in
one.

This would mean that the Sukhoi PAK FA or the more advanced version
of the Flanker, the SU-35.
Although the PAK FA is generally considered by the world as the only
fifth-generation fighter in Russia, Sukhoi also considers the SU-35 a
fifth-generation jet-fighter.

The PAK FA, however, is still in development, one of only a handful of
stealth jet programmes in the world.
Though it is no secret that Malaysia intends eventually to replace the
Fulcrums, the MRCA replacement programme had to be put on the
backburner.

At present, without the entry of Russia, four aircraft are said to be in
contention for the MRCA programme.
Saab's Gripen and Boeing's F/A-18E/F Super Hornet are two of the
aircrafts said to be in the running, though not much is known of the
other two companies.

The Eurofighter Typhoon and Dassault Aviation's Rafale, on the other
hand, have been keenly vying for the programme, with Dassault Aviation
and Rafale International chief executive Eric Trappier firing the latest
salvo last week, ahead of the Paris Air Show in Le Bourget.

Trappier had said that any bid for the MRCA replacement programme
would include an offer to set up an assembly line for Rafale in Malaysia.

At present, however, there is still no official call for a tender from the

Malaysian army, police chiefs outline plans for ESSCOM capability boosts

The Malaysian Armed Forces (MAF) and Royal Malaysian Police (RMP)
intend to bolster their forces in East Malaysia by establishing two new
brigades of soldiers and paramilitary police in the Eastern Sabah
Security Command (ESSCOM), according to their respective
commanders.

Speaking at a joint media conference in Kuala Lumpur on 2 July
following a presentation on military-police co-operation during the
intrusion by Sulu militants earlier in 2012, Chief of Defence Force
General Zulkifeli Mohammed Zin and Inspector General of Police
Khalid Abu Bakar said that an army brigade comprised mainly of
infantry and a brigade of the RMP's paramilitary General Operations
Force (GOF) would be established as part of the ESSCOM set-up.

Najib Will Look Into Budgetary Consideration For MiG-29N Replacement Programme

PUTRAJAYA, -- Prime Minister Datuk Seri Najib Tun Razak said the government will look into the budgetary consideration for the contract for the MiG-29N replacement programme.

He said: "We are looking at our defence requirement in the future but it is not so much in terms of our future needs, but it is a question whether we can afford and it is also the question of budgetary consideration."

Najib said this when asked about the possibility of France winning the contract for the MiG-29N replacement programme.

"We also have to grapple with a fiscal deficit reduction in ‪#‎Malaysia‬ because we need to strengthen our micro and fiscal level," he added.

He told a joint media conference in conjunction with French Prime Minister Jean-Marc Ayrault's official visit to Malaysia, here today.

Hence, he said within Malaysia's real reliability, the government needed to see not only in the multirole combat aircraft but also the other hardware that is considered including helicopter and weapons.

It also depends on the nature of the threat that Malaysia was likely to face in the near and medium term, as you know we had the incursion in ‪#‎Sabah‬.

"So the nature of the threat has evolved into low intensity although it is still dangerous but is not in the classical conventional warfare.

"But we take note on the ‪#‎Rafale‬'s success in its bidding in ‪#‎India‬," he added.

In the meantime, the Prime Minister of France also was asked whether there was any discussion with Najib relating to the jet fighter replacement programme proposal.

He said: "There is a discussion relating on military and defence matters but France is ready to participate for the tender.

"But to say if there is any opportunity for ‪#‎France‬ (to win the bid), it is up for Malaysia to say so but for sure we will participate," he added.

Kiram’s spokesman Abraham Idjirani on Sunday said that eight members of the Malaysian forces were killed after they were ambushed by at least 50 members of the Sultanate’s Royal Security Force (RSF) and volunteers headed by Utuh Ubie, RSF’s top officer. The incident was reported by the Sultan’s brother, Raja Muda Agbimuddin Kiram, who leads the 1,600-strong RSF still holed up in Sabah to renew their claim on the territory.

The ambush happened on Friday at Felda area in Lahad Datu, Sabah.

Idjirani, who is also the secretary general of the Sultanate of Sulu and North Borneo, said that although the RSF always takes a defensive position, they decided to ambush the Malaysian forces lest they be outnumbered.

“The Malaysians’ operations were a total violation of the principles of Islam. So the RSF decided to attack,” he added.

Prior to the incident, Idjirani said a relative of Raja Muda who is residing in Lahad Datu informed the latter that the Malaysian forces will stage new attacks against the RSF. The group of Raja Muda was likewise informed that the Malaysian forces have intensified their coastal perimeter defense from Tawau to Sandakan after receiving reports that more Kiram fighters were set to sail to Sabah to join the fight in reclaiming the island.

To reassert its claim on Sabah, Idjirani said the Sultanate would be sending Bangsa Suluk volunteers from Mindanao to join the RSF. The volunteer fighters, he added, will come from Sulu, Tawi-Tawi, Basilan, and Zamboanga Peninsula.

At least 29 Filipinos, including Kiram’s nephew, are facing trial for their intrusion into Sabah, where 68 RSF men and 10 Malaysian soldiers were killed last March.

Malaysia Splits With Asean Claimants on China Sea Threat

KUALA LUMPUR, Aug 29 — Malaysia differed with fellow Southeast
Asian claimants in the South China Sea on the threat posed by China,
dismissing concerns about patrols off its coast .

Malaysia is not worried about how often Chinese ships patrol the
areas it claims in the waters , Defence Minister Datuk Seri
Hishammuddin Hussein said in an interview in Brunei yesterday.

Chinese Navy ships in March visited James Shoal, off Malaysia , near
where Royal Dutch Shell Plc and Petronas have oil and gas
operations .

“Just because you have enemies, doesn ’t mean your enemies are my
enemies,” Hishammuddin said on the sidelines of meetings with
counterparts from Asean as well as the US, China and Japan . The
Chinese “can patrol every day , but if their intention is not to go to
war ” it is of less concern , he said. “I think we have enough level of
trust that we will not be moved by day -to- day politics or emotions. ”

Malaysia is one of six claimants to land features in the South China
Sea, an area where competition for gas and fish has led to boats
being rammed and survey cables cut. The Philippines and Vietnam
reject China ’s map of the sea , first published in the 1940s, as a basis
for joint exploration.

Malaysia could consider collaborating on the development
of oil and gas resources with China in the area,
Hishammuddin said.

“Provided our friends in Asean know, those who have an
interest in the region know, and if they want to object, I
would like to know why ?” Hishammuddin said. “If they ’re
just objecting for the sake of objecting , that doesn ’t make
sense.”

China National Offshore Oil Corp estimates the South
China Sea may hold about five times more undiscovered
natural gas than the country’ s current proved reserves,
according to the US Energy Information Administration.

In June , Prime Minister Datuk Seri Najib Razak called for parties to
jointly develop resources to avoid conflict and prevent “extra - regional
states ” from becoming involved .

Najib cited a joint development zone in waters claimed by Thailand
and Malaysia as a precedent that could be applied in the South China
Sea. China has agreed to talks on a code of conduct for the area, with
discussions to begin in September .

US Defence Secretary Chuck Hagel is meeting Hishammuddin today ,
alongside defence ministers from Asean , China, Japan and South
Korea, for the second ADMM - Plus security summit.

Host Brunei , which claims some of the South China Sea, has
suggested setting up a hotline to address disputes in the waters , said
a senior US defence official who can ’ t be named according to
government policy . That proposal has been under discussion for some
months with Asean talking about other ways to avert conflict, such as
no first use of force and holding exercises on avoiding collisions at
sea, the official said.

Hagel will visit Vietnam next year at the invitation of Vietnam ’s
defence minister , according to the US official . Hagel also met his
counterpart from Myanmar for talks in Brunei yesterday , the first
meeting of top defence figures from the two countries in 20 years, the

RMAF MiG29 fighter jet crashes in Kemaman

KUALA LUMPUR: A Royal Malaysian Air Force MiG29 fighter jet
crashed at the Ketengah Perwira oil palm plantation in Kemaman,
Terengganu today but the pilot is believed to have ejected safely.
Defence Minister and Deputy Prime Minister Datuk Seri Najib Tun
Razak said the incident occurred at 10.22am and a search and rescue
for the aircraft and the pilot is underway.

He said the aircraft went down 16 nautical miles north west of the
Kuantan airbase where the MiG squadron is based.
Najib said as a precautionary measures, all the other MiG aircraft had
been grounded temporarily.

"Preliminary reports said that the engine was on fire before it crashed.
Two other MiGs were flying together with the aircraft that went down.

"The other pilots spotted where the pilot, who ejected safely, and
aircraft had gone down and help is on the way," said Najib.

The RMAF has 17 MiG29 fighter jets purchased from Russia

He said any fare increase cannot be implemented yet until a comprehensive study has been carried out by the Public Land Transport Commission (SPAD).

Hishammuddin said his ministry will assist by amending transport policies to avoid burdening the people following the increase in the fuel prices.

"SPAD and the Transport Ministry officials are still in discussions with bus companies to look into the issue of how to the fuel subsidies can be channeled to them to avoid a fare hike,” he said.

Fontanilla however clarified the MNLF fighters in Malaysia will act only in self-defense against any attack from Malaysian forces.
Fontanilla declined to elaborate how the armed group, called the Bangsa Moro Army in Malaysia, was “activated,” but a source revealed at least five countries are supporting it with arms shipments that had arrived in the disputed territory.

“Just like what happened in the early ‘70s at the height of Mindanao conflict, Sabah and Sarawak will be the main base of the Bangsa Moro Army,” the source said.
The source said the MNLF in the early ‘70s had set up guerrilla and training camps in Sabah with the consent of the Malaysian government at the time.

The source added huge arms shipments were also sent to MNLF in Mindanao weeks before Misuari declared independence in Talipao, Sulu last Aug. 12.
“MNLF troops are now bearing modern assault weapons coming from foreign supporters,” the source said.
Fontanilla however denied the arms shipment, saying the reports were part of government
