Skuad Khas Charlie & Delta Tangani Jenayah Berat-Narkotik

PUTRAJAYA: Skuad khas 400 anggota yang dibentuk oleh pasukan Polis Diraja Malaysia (PDRM) untuk menangani jenayah berat dan juga narkotik akan dibahagi kepada dua skuad yang dikenali sebagai “ Skuad Khas Charlie ” dan “ Skuad Khas Delta ”.

Skuad Khas Charlie akan menangani jenayah berat manakala Skuad Khas Delta pula dadah dan narkotik.

Menteri Dalam Negeri, Datuk Seri Dr Ahmad Zahid Hamidi dalam satu temuramah eksklusif bersama mStar Online dan The Star di pejabatnya di sini pada petang Khamis menegaskan, keputusan untuk membentuk skuad khas ini, yang beroperasi dari Bukit Aman bukan hanya keputusan kementerian tetapi juga adalah keputusan kerajaan.

“ Ini adalah keputusan kerajaan persekutuan bukan keputusan KDN atau PDRM dan kita membuat persediaan ke arah pembentukan skuad ini kerana kita menyedari yang kumpulan kongsi gelap ini akan mengambil tindak balas ke atas pihak berkuasa.

“ Sebelum ini berlaku, PDRM telah mewujudkan dua skuad di bawah skuad khas ini yang kita namakan Skuad Khas Charlie dan Skuad Khas Delta. Charlie akan menangani kes jenayah berat manakala Delta kes narkotik berat, ” jelas Ahmad Zahid.

Kepada soalan mengapa sekarang PDRM kelihatan memberi tumpuan khusus dan membentuk skuad khas ini bagi menangani permasalahan kumpulan kongsi gelap dan narkotik, Ahmad Zahid memberikan tiga faktor utama.

Pertama, selepas dibebaskan ekoran pemansuhan Ordinan Kecemasan dan Akta Kediaman Terhad, bekas-bekas tahanan ini kembali kepada tabiat lama dan mereka sekarang sedang dalam perebutan kawasan kawalan masing-masing.

Kedua, kata Zahid, mereka merancang dan sedang membalas dendam ke atas saksi-saksi yang sebelum ini telah mendedahkan kegiatan mereka.

Dan ketiga, tegasnya lagi, mereka mula membunuh mangsa-mangsa dengan tujuan untuk mendapatkan habuan.

Jelasnya, di bawah Akta Pertubuhan, mana-mana pertubuhan yang tidak didaftarkan boleh dianggap sebagai pertubuhan haram dan pihak berkuasa seperti polis boleh bertindak ke atas pertubuhan-pertubuhan haram ini.

“ Ertinya kita ada kuasa untuk umum kepada khalayak ramai nama-nama pertubuhan haram ini sepertimana yang dilakukan oleh pihak kementerian pada hari ini (Khamis, 29 Ogos) supaya wujudnya kesedaran dengan harapan pihak awam akan bekerjasama dengan polis dalam menangani pertubuhan haram seperti kongsi gelap ini.

“ Ini juga akan membantu orang ramai menyedari sekiranya terdapat pergerakan kongsi gelap di kawasan mereka dan dalam tindakan terbaru ini saya sendiri telah menandatangani pewartaan atau pengezetan untuk mengisytiharkan 49 pertubuhan kongsi gelap ini sebagai pertubuhan haram, ” kata menteri itu lagi.

Menurut Ahmad Zahid, kewujudan begitu banyak kongsi gelap baru juga telah mendorong PDRM membentuk skuad khas ini.

Tegasnya, segala tindakan terbaru dan proaktif yang diambil oleh KDN dan PDRM ini ialah apa yang diputuskan oleh perdana menteri dan kabinet.

“ Sama ada jenayah itu kecil atau besar, ia tetap menjejaskan kerajaan. Permasalahan jenayah telah menjadi faktor utama yang dibangkitkan oleh rakyat, selepas itu barulah ekonomi, sosial dan pendidikan, ” kata Ahmad Zahid.

SOUTH CHINA SEA (Sept. 4, 2013) Sailors from the Maritime Civil Affairs and Security Training (MCAST) team exchange best practices with a Royal Malaysian Navy (RMN) boarding team on boarding tactics during a visit, board, search and seizure exercise as part of Southeast Asia Cooperation and Training (SEACAT). This is the 11th annual SEACAT exercise with navy liaison officers from Brunei, Indonesia, Malaysia, the Philippines, Singapore, Thailand, and the United States tracking vessels of interest in the multilateral maritime interdiction scenario. SEACAT highlights the value of navies’ hands-on practice in maritime security operations. Participating U.S. forces include the littoral combat ship USS Freedom (LCS 1), staff from commander, Task Group 73.1 and Commander Destroyer Squadron SEVEN, the dry cargo ammunition ship USNS Mathew Perry (T-AKE 9), the fleet replenishment oiler USNS Rappahannock (T-AO 204) and a P-3C Orion maritime patrol aircraft.
