Russia did ask for US's participation, to relief some tension away from the leak case.
Yes they did invite the US but the invitation was for tank crews....the US tank crews will use & operate the T-72s provided by Russia.

“We’ve invited our American colleagues to participate…and our invitation was accepted by US Secretary of Defense [Chuck] Hagel,” Russian Defense Minister Sergei Shoigu said Saturday.
Italy and Germany also agreed to send their teams to compete with Russian and US tank crews, Shoigu said, adding that the event will take place sometime next year.
Russia will host the world’s first ever tank biathlon championship next week. The country’s best tank crews will compete against each other at a firing range outside Moscow, the winners then taking on competitors from Armenia, Belarus and Kazakhstan.
The new sport will make it possible to showcase the quality of Russian tanks, pitting them against foreign analogues, Shoigu’s deputy Yury Borisov said Saturday.
Next week’s event, however, will be limited to T-72 tanks, the staple of post-Soviet militaries, Vedomosti business daily said Friday.

A delegation of top Indonesian Defense Ministry and Army officers visited the Boeing rotorcraft facility in Mesa, Arizona, recently to view the AH-64E Apache combat helicopter.
Several of the visitors, including Lt. Gen. Budiman, the secretary general for the Defense Ministry, and Gen. Moeldoko, chief of the Indonesian Army, flew the newest version of the Apache, which is in production at the Arizona rotorcraft facility. About 14 Indonesian Army officers were present.
Indonesia has expressed interest in buying at least eight AH-64E Apaches from the U.S. Army through a Foreign Military Sales agreement. Indonesia has submitted a Letter of Acceptance Request and has received approval from the U.S. government to purchase the AH-64E.
“The Apache is expected to be a key part of Indonesia’s continuing efforts to improve its strategic defense capabilities,” a Boeing business development manager, Dave Brostrom, said in an official release.
“Boeing is honored to be considered as part of Indonesia’s defense modernization efforts.”
The delegation was hosted by senior Boeing Apache leaders, including Dave Koopersmith, vice president of Attack Helicopter Programs; Dave Palm, director of Business Development for Vertical Lift and Mike Burke, director of Business Development for Attack Helicopters. The group toured the Apache production line and met with U.S. Army program officials.
Brostrom noted that the Indonesians also have expressed interest in the CH-47F Chinook, which is produced in Ridley Township, Pa.
The timeframe for a decision on the Apache request has not been announced.

Russia offers Indonesia diesel electric submarines
Jon Grevatt, Bangkok - IHS Jane's Defence Industry 19 August 2013
Russia has offered to sell Indonesia 10 diesel-electric submarines (SSKs), government statements in Indonesia have revealed.
Speaking on 19 August, Mahfudz Siddiq, chairman of the Indonesian House of Representatives' defence commission, said the offer was "interesting" but required "in-depth study" before any decision could be made.
He added that the defence commission would "support the efforts of Russian co-operation in assessing the potential procurement" of the submarines, but also indicated that any deal is not likely to emerge soon.
Indonesia's purchase of three Chang Bogo-class submarines from South Korea's Daewoo Shipbuilding & Marine Engineering, which were ordered in December 2011, was "running slow", Siddiq said, claiming it was due to difficulties in securing technologies from Germany.

Russia is continuing to sell large numbers of military helicopters to Sudan, the Russian business daily Vedomosti reported on 19 August.
The newspaper's sources said Russia supplied 12 Mi-24 attack helicopters and six Mi-8 utility helicopters to Sudan in 2012, all of them refurbished ex-Russian military aircraft. It said the Mi-8s received new VK-2500 engines to improve their performance in hot climates.
Russia told the UN Register of Conventional Arms that it transferred only four attack helicopters to Sudan in 2012.
Another contract has been signed this year covering the delivery of another 12 Mi-24s and 12 Mi-8s to Sudan, with an option for six more of each type, according to Vedomosti 's sources.
U.S. to Sell $500 Million of Attack Helicopters to Indonesia
By Gopal Ratnam August 26, 2013
The U.S. agreed to sell a fleet of Apache attack helicopters to the Indonesian Army in a deal valued at as much as $500 million.
“One of the fastest growing areas of cooperation between the United States and Indonesia is defense trade, and I am pleased that the United States for the first time has agreed to sell Indonesia new AH-64E Apache attack helicopters,” Defense Secretary Chuck Hagel said in a prepared statement from Jakarta where he met his counterpart Purnomo Yusgiantoro.
“Providing Indonesia these world-class helicopters is an example of our commitment to help build Indonesia’s military capability.”
Indonesia will buy eight Apaches and the U.S. will provide training to their pilots on tactics, techniques and procedures for operating in Southeast Asia, a U.S. defense official said in an e-mailed statement. The value of the helicopters, training and upkeep is estimated to be worth about $500 million, the official said.
TEMPO.CO, Jakarta - Indonesia and the United States formally agreed on the purchase of eight AH-64 Apache attack helicopters. This deal was signed by Indonesia's Defense Minister Purnomo Yusgiantoro and the US Defense Secretary Charles Hagel on Monday, August 26.
"The signing event will happen this afternoon following the meeting," Purnomo said in a joint press conference at the Ministry of Defense. According to Purnomo, the Apaches will be operated by the Indonesian National Army.
Hagel said he was happy with the deal, saying that it is a tangible manifestation of America's role in building the Indonesian defense forces.
Purnomo said that with the arrival Apaches the TNI Army will build a special squadron, although the eight Apaches only account for half of a squadron.
"We'll have further discussion about this. We can combine the Apaches with other attack helicopters. The important thing is the fact that we now have advanced attack helicopters," said Purnomo.
Both ministers declined to comment on the price of the helicopters. However, Depity Chairman of the House of Representative's Defense Commission, Tubagus Hasanuddin, once said that the deal is worth Rp3.1 trillion.
Indonesia's Deputy Minister of Defense Sjafrie Sjamsoeddin said that the payment was made "using the money of the Republic of Indonesia. Technically we are borrowing (the money)," he said on the same occasion.
JAKARTA — Indonesia’s new military forces chief, General Moeldoko, said yesterday that modernising the force’s military equipment would come first on his agenda, the official Antara News agency reported.
“I will prepare a working programme to modernise the military equipment,” Gen Moeldoko was quoted as saying.
He spoke after the House of Representatives endorsed President Susilo Bambang Yudhoyono’s proposal to replace the outgoing Commander-in-Chief of the Indonesian National Defence Forces (TNI) — Admiral Agus Suhartono, who will soon retire — with Gen Moeldoko.
The announcement also came a day after visiting United States Defence Secretary Chuck Hagel said the US would sell eight Apache attack helicopters, valued at US$500 million (S$642 million), to the TNI. Mr Hagel, who is currently in Brunei, on Sunday said the US had raised its allocation to finance and train militaries in South-east Asia. The “Asian pivot” is a signature policy of President Barack Obama’s administration.
Gen Moeldoko said he would also launch a programme to improve military education and its recruitment system. He said he hoped the House of Representatives would approve a proposal to increase remuneration for high-performing servicemen.
Last week, the army chief of staff passed an assessment by Commission I of the House of Representatives.
Mr Tubagus Hasanuddin, Deputy Chairman of the commission, said Gen Moeldoko is expected to modernise the military and strengthen its capability.
Gen Moeldoko also gave the assurance that the TNI would adopt a neutral position during legislative and presidential elections to be held next year. “If the TNI does not maintain neutrality, democracy will be undermined,” he said. AGENCIES
Malaysia Splits With Asean Claimants Over China Sea Threat (2)
By Sharon Chen August 29, 2013
Malaysia differed with fellow Southeast Asian claimants in the South China Sea on the threat posed by China, dismissing concerns about patrols off its coast.
Malaysia is not worried about how often Chinese ships patrol the areas it claims in the waters, Defense Minister Hishammuddin Hussein said in an interview in Brunei yesterday. Chinese Navy ships in March visited James Shoal off Malaysia, near where Royal Dutch Shell Plc (RDSA) and Petroliam Nasional Bhd. have oil and gas operations.
“Just because you have enemies, doesn’t mean your enemies are my enemies,” Hishammuddin said on the sidelines of meetings with counterparts from the Association of Southeast Asian Nations as well as the U.S. The Chinese “can patrol every day, but if their intention is not to go to war” it is of less concern, he said. “I think we have enough level of trust that we will not be moved by day-to-day politics or emotions.”
Malaysia is one of six claimants to land features in the South China Sea, an area where competition for gas and fish has led to boats being rammed and survey cables cut. The Philippines and Vietnam reject China’s map of the sea, first published in the 1940s, as a basis for joint exploration.
Kamov and Sagem team up on Ka-52 Alligator attack helicopter
PRESS RELEASE
MAKS aviation and space salon, Zhukovsky airport (Moscow region), August 28, 2013.
Sagem (Safran) and Kamov (Russian Helicopters) have combined their complementary areas of technological and industrial expertise to develop an enhanced version of the Kamov-52 Alligator attack helicopter, which will address a requirement expressed by several countries.
Sagem and Kamov started working together in 2011, with the aim of offering upgrade solutions, including integration, for Kamov helicopters, in particular Sagem optronic equipment and LINS 100 (*) inertial navigation systems. The two companies plan to start integration of a new optronic system in early 2014.
The companies’ joint offering for helicopters will support Sagem’s strategic objective of establishing long-term industrial partnerships with leading Russian companies.
In this cooperation Sagem will bring its experience gained from the Strix optronic sight system, which is already in production for the French-German Tiger combat helicopter. Providing full day/night capability, it has already contributed to the success of military operations by French armed forces in several theaters, including Operation Serval in Mali earlier this year.
(*) LINS-100 is a laser gyro inertial navigation system, produced in Russia within the scope of the RS Alliance joint venture, created in Ramenskoye by ZAO-ITT of Russia and Sagem.
Army AH-64E attack helicopters will join the Link 16 network under a new contract with ViaSat Inc., Carlsbad, Calif.
ViaSat won the sole-source award to install the KOR-24A Small Tactical Terminal (STT), which fulfills the requirement for an Airborne and Maritime/Fixed Station Small Airborne Link 16 Terminal. Link 16 is a tactical data link used by the U.S., NATO and several allies.
The AH-64E is the latest version of the Apache helicopter. Known as the Guardian, it replaces the AH-64D Apache Longbow.
The STT provides an in-flight voice and data capability on both Link 16 and the Soldier Radio Waveform. The 16-pound STT is smaller, lighter and uses less power than other tactical data link equipment, which makes it suitable for helicopters, UAVs and small vehicles, according to ViaSat. It includes a range of software-defined VHF and UHF radio functions as well as Link 16.

MANILA, Philippines - If everything goes as planned, the Air Force may be able to receive two lead in fighter trainer jets as early as next year, a ranking military official said Wednesday.
Air Force chief Lt. Gen. Lauro Catalino dela Cruz said the first two air assets to be acquired from South Korea would be used to train their pilots.
“Our target date is [to] have at least two [jets delivered] initially by the end of fourth quarter of 2014 and then the rest would be (delivered in the next) six months,” dela Cruz said during a forum organized by the Manila Overseas Press Club last Monday.
The government plans to acquire 12 FA-50 jets for P18.9 billion to enhance the territorial defense capabilities of the Air Force.
Dela Cruz said the negotiations with the Korea Aerospace Industries started about a month ago. He said the two jets could be delivered by the end of 2014 if all the contracts and other necessary documents are signed this year.
“(Once the jets are delivered), we now have aircraft that could deter any intruder. If there are unidentified (intruders), we can pursue them,” dela Cruz told The STAR in a separate interview.
After the initial delivery, two jets are expected to arrive every two months. The delivery of all the 12 air assets may be completed before the Aquino administration steps down in 2016.
Earlier, The STAR reported that the Defense department’s Bids and Awards Committee had approved the terms of reference for the acquisition of the jets.
The Air Force also plans to acquire 21 UH-1 or Huey helicopters for P1.26 billion. The third bidding for the helicopters has been slated for this month.
The Defense department conducted two biddings for the project last December and February, but both of them failed.
The bidding is open to both local and foreign firms subject to eligibility conditions prescribed by the law.
Defense Undersecretary Fernando Manalo previously told The STAR that at least 14 firms have expressed interest to supply the Huey helicopters.
The government is also in the process of buying two Navy frigates, two strategic sealift vessels and six units of 155 mm Howitzer artilleries.
