I'm actually a newbie regarding powerbank, so sorry if I'm wrong.
I tested my (one and only) powerbank like you ask, charging my phone while connecting and charging itself at the same time. And it worked.

From the first and second picture, you can see my powerbank is charging my phone, and charge itself at the same time (see the LED indicator moving).
So, I assume this powerbank can do both work at the same time. But I don't know the other way to prove it though.
FYI, this is Silvertec SY321 powerbank, rated 5200mAh and have two output: DC 5V 1A and 5V 2.1A (max). Got it free from Storekini when pre-ordering my Note 3. It stated that the battery cell was made by Sanyo.
Also, for TS, maybe its a bit late for me to say this, but I say it anyway. Thank you, and good job for your dedication to write a fantastic and awesome article!
