 What is the powerbank?, Updated with Xiaomi Powerbank

I have some questions regarding powerbanks in general, and my Pineng PN-912 in particular.

Is it advisable that the powerbank be almost depleted of its charge, let's say 10% or below of remaining capacity, before it can be recharged? Or can powerbanks be recharged even if there's still say 50% of remaining capacity? What is the best practice for such a device?

I ask because this is my first time dealing with powerbanks, even though I have dealt with various rechargable batteries in the past.

Regarding the Pineng PN-912 powerbank, I tried recharging it, using the adapter that came with it, when it was only at 42% remaining capacity. After an hour and a half of continuous charging, it STILL stayed at 42%, which I find worrisome thus I immediately stopped charging it.

This is where it gets interesting. If I charge my powerbank at 1% capacity, then it displays a constant increase of percentage charge normal for the rate of charge that is provided by the power adapter to the powerbank. After an hour of charging, it showed 5% of remaining capacity -- an increase of 4 from 1% starting capacity.

This is how I have charged the powerbank for several times now, recharging the device when the remaining capacity is 10% or below.

Compared to when I tried charging it at 42% and after an hour and a half was stuck still at 42%, it made me wonder if there is an issue with the device itself, or that there is some logical explanation to this issue that I have observed.

I hope somebody could shed some light on this.
