My friend having a level 51 HC WD, joined a public game with this fella Justice with his toon RetardedKill (level 60) Babarian. Ported to him and he pulled the whole world to my friend and at the end my friend's WD ... died.

To whoever that this Justice is, if you did it on purpose, I curse you! It really looks like you are doing this to many of the HC characters that joined you in the public game, for fun!

Is there anyway I can log a complaint to Blizzard?

moral of the story : dont join public game unless u pretty sure to take all mobs in MP10 in single play.

I dont think blizzard will go against this player as he do nothing. I am myself a newbie in HC, but I always beware before entering HC, I am making sure my toon able to take mp10 on current chapter before going into public. It HC after all..

However, I am feel sorry on your friend lost..that player is LYN d3 player?

what he do is not against blizzard ToS, even thou its a bit unethical.

and one advice for your friend, if ur friend cant accept the loss of his HC char with ease, tell him, to play SC only.

Actually we got tons of player like this at SC as well, I'm playing at Asia server and I always meet with this kind of people. Most (probably 95%) of them are Korean names and speak Korean language (I'm not discriminating anyone) . Sometimes they even come with team .You scold them, they'll reply you with Korean foul languages......
