Once the phone root, is it will unlocked for all sim card?

This is because my alcatel this model is still locked by DiGi, means that only putting DiGi sim card can work without key-in "SIM Me Lock"~ But still haven't been root yet~

Hi, can somebody help me? I after factory reset for my alcatel phone, it will show first time setting the language and so on. But after I click "Finish", it appear something like this "com.jrdcom.Jrd Setup Wizard force stop". And then return back the first time setting the language.

I try to wipe factory reset 2nd time and 3rd time already, the problem still occur. How should I do? I don't even uninstall the "Setup Wizard" before I factory reset my alcatel phone.

Please help me, sifu~ I wish you can screenshot to me how to settle for this problem. I'm very appreciate for your help~
