FC & speed will depend on how heavy the rims that you choose. The heavier they are, the worse the FC & speed will be. Remember that you'll also be using bigger tires which will be heavier too than std, so in order just to maintain the same weight as your std, you'd need to find 17' which is lighter than your 16' std rims. A good 17x7 rims should weight just around 7-8kg, the really good ones can be even lighter. For comparison, std 16' rims normally would weigh around 9-10kg.I know it is possible. Handling will be sharper as the tire sidewall will be thinner hence stiffer and less flexing. Consequently the comfort will be sacrificed. The thinner the tires, the less comfortable it will be.
It will not hit the body if you buy the proper size (width & offset) paired with proper size tires (which should be thinner profile to maintain about the same overall diameter, recommended not to go over 3% larger overall diameter). Now your std tire size is 195/50/R16, right? That means in order to maintain the same overall diameter if you use 17', you need to use tire 215/40/R17 which is very thin tires already since the sidewall height is only 8.6cm! Therefore your comfort will be very much compromised! Note also that Neo std suspension is already quite stiff, so the ride comfort will be even worse. Because of that, I suggest that you do not change your rims to 17', unless you have high tolerance for a very harsh ride!
