if i were to suggest, ban alcohol wont do.
perhaps make it not for public but could be consumed at home etc.

if nightclubs, than must have somekind of method to prohibit drunk customer for their car-key.

of coz it'll sounds unpractical and would cost money to put a perimeter check on every customer that leaves the premises.
but i believe more practical than total alcohol ban at least.

when in highway, if congestion sighted drivers should quickly use the emergency lane since you're the only one in a rush.
don't care bout others they'll follow suits sooner or later.
