East Coast Rail Line May Cost RM60 Billion

THE 620km East Coast Rail Route (ECRR) linking Greater Kuala Lumpur and three east coast states in Peninsular Malaysia is expected to cost around RM60 billion, sources say.

Most of the potential line’s required investment will be sourced from the private sector, they added.

The East Coast Economic Region Development Council (ECERDC) has proposed the ECRR to the federal government and its viability is being studied by the Land Public Transport Commission (SPAD).

SPAD plays a central role in improving road and rail-based public and freight transport in the country.

Its chief development officer Azmi Abdul Aziz Gamusaid the ECRR aims to create rail connectivity to the east coast and provide economic spillover from Greater Kuala Lumpur.

“We are still studying the proposal (by ECERDC). We have not reached any conclusion.

“A new railway scheme will be formed as it will involve cutting across the Main Range (Banjaran Titiwangsa),” Azmi told Business Times on the sidelines of the Rail Solutions Asia conference here yesterday.

He added that the project, if viable, will be implemented in four phases. He, however, declined to reveal the cost.

“We have mapped out plans to develop railway infrastructure in Malaysia up to 2030. We are now working on plans beyond 2030.

This project (ECRR) may be implemented before or after 2030,” Azmi said.

According to sources, ECRR will take about 15 years to develop as it will involve a lot of underground work and building tunnels across Banjaran Titiwangsa.

Right now, the definite plan is to rebuild Kuantan-Kerteh line into electrified double tracking, RM 2 billion.

A major challenge will be to build long railway tunnel across Titiwangsa. Costly but will become technical marvel of Malaysia like Switzerland smile.gif

KL to Kuantan may take 90 minutes or up to 2 hours on this rail.

Government should focus this first.

Mentakab-Kuantan-Kuala Terrenganu-Kota Bharu first.

Or....

KL-Kuantan as first phase.

Kuantan-Kerteh rail. No longer used. Was built by Petronas for cargo.

Now the plan is to rebuild the track into electrified double track just like Klang Valley, Rawang-Ipoh KTM track.

160 km/h operation guaranteed.

Not sure, there is no technical study yet.

Right now only feasibility study.

Hopefully when they design it, it should also be able to be fitted dual gauge (metre gauge as well as standard gauge) for future.

The proposed line will have stations in Pahang, Terengganu and Kelantan. So there is no question as of where it will stop as it will serve whole east coast.

KB is important because KL-KB flight is quite busy and KB population is fairly large for an east coast city.

They must cut Titiwangsa if they want to reduce distance...

As in why not all the way from Kuantan to Johor the answer is that there is lack of travel demand for it, at this moment.

Travel pattern of peninsular is mostly towards KL.

620 km in 1 hour unlikely. Even if use 300 km/h train, it will still need 2 to 2.5 hours.

That said, it is expected for KL-Tumpat on KTM EDTP to be done in 6 hours or so.

If 4 hour need to build full standard gauge and use 250 km/h train.

However, this line is 100% connected to KTM, it will be similar to ETS.

I don't know the actual cost.

However, this is 620 km long railway (equal to Padang Besar to Seremban length), full electrification, double track and tunnels across mountain range.

Don't think so.

Best situation is like this.

Dual gauge line. Supports both KTM gauge as well as wider gauge (for faster train).

The impetus of the east coast rail line is for both passenger, as well as cargo smile.gif

Nothing to do with technology.

We have significant amount of existing rail which are normally narrow gauge, just like Japan.

In Japan, there are two different networks of conventional rail (trains running 130 km/h across the country) and fast Shinkansen (260 km/h and more).

Same should apply to us.

Improved KTM network with separate high speed network.

The issue is not the money, the issue is they want the east coast rail link to connect with existing KTM network as well.

They will not consider building whole 1,435 mm track alone for this project (KTM is 1,000 mm), as they intend to use it for cargo too. They have the plan to run cargo train from Port Klang to Kuantan port. Hence it will connect to the rest of KTM network which is also 1,000 mm gauge.

That said, considering the ECRR is currently under feasibility study now (technical study not yet), many more details not known smile.gif

Ideally (in my opinion), the ECRR should be built with dual gauge like this.

The key is to provide public transport, especially modern rail to Kuantan, Terengganu and KB from KL. We have neglected our rail development for many decades,.

Rail is electrified, meaning long term cost on petrol will be reduced. It is also much faster than driving. It allows Kuantan port to grow too, as it can benefit from direct transhipment from Port Klang to Kuantan at the other side. Kuantan Port will become bigger and more jobs to locals.

Kuantan-Kerteh line will be upgraded into electrified double tracking and integrated with future KL-Kelantan electrified double track network.

It is estimated a train from KL-Kuantan Sentral may take 90 minutes to 2 hours. Road accidents will also reduce as train travel is always safer than on bus. Upgrading Tumpat-Gemas line alone will not serve the purpose as transport demand is always KL-Kuantan, KL-KT. KL-KB flights is one of the busiest in peninsular.

Economic spillover from having ECRR is immense.

Capital investment on infrastructure is as important as providing social service.

It is not as if you are spending RM 60 billion on one single year.

If the project timeline is 15 years, you only spend RM 4 billion a year. And that's if the government pays 100% of the cost. That means it is only 1.5% of total annual federal budget.
