Essentially, the 'Question' Arc is spells out the story. Each chapter (eg: Onikakushi-hen, Watanagashi-hen) presents the story as different scenarios. A unique event, decision, etc, that Keichi goes through or makes will lead to the individual endings of each of the four question arcs. Each succeding chapter will reveal some truths about the preceding chapter.
The 'Answer' Arc would be the answer chapters for each individual question chapter, eg Meakashi-hen would be the answer chapter to Onikakushi-hen.
Suffice to say, this is the best dark mystery anime I've seen this season. There's a lot of speculations going on at the asuki forums right now. Honestly, whatever the answer is to this mystery, it's sure gonna shock every part of you. And definately, Higurashi no Naku Koro ni isn't like Elfen Lied. It's more of a pyschological thiller/mystery than physical gore blood stuff.
