i believe they will feel unhappy when they found out their neighbor have dogs.
and every day when they wait for the lift there is a dog inside the lift.

you can not do that.

1. toy size dog like chiwawa beagles is very loud barking dog.
2. a lot of people will not follow the rules or understand the rules, when they saw neighbor having shizhu, they will bring husky or chow chow along.
3. people will fight or argue with management office for having larger size pets.

most important is, you give a chances for people to create troubles instead of avoiding it.
