I say something over RM1000 but he should only receiving RM300-RM400.

If I'm not mistaken, this website is powered by e107.org or some other free CMS engine. However, I'm always fair that though the person might be using a free engine it's not a big issue. But if the labor hours aren't charged appropriately then it'll make me disappointed.

Anyway, as a member already asked if the whole site was programmed by the person or only parts of it and is the design his or it's a theme he got from somewhere.

I'll assume he's using e107 and the theme is something he got from somewhere. Implementation and configuration work, I'd say it's only worth RM500 or less. But if the client is generous and really appreciates the person's time, he could rake in RM1k as well.

and that's definitely a free theme.. i don't think there's any modification made..except the banner.. maybe if the client knew about this.. it should be just around RM100.
