Ppl can easily steal your petrol from your car, but steal until u unable to start, need some very serious expert, cause even your tank is empty(best most ppl can do), there are still fuel in pipes connecting to the engine, maybe unable to last long, but still u can travel a bit. if seriously empty, most likely some US secret agent is working something on you.

If you unable to start your car, and most of the time(depends on car) the fuel meter just wont work.

there are many reason why u cannot start your car, without fuel is one of many possibilities, if you really want to know still got fuel or not, there is a screw right under your petrol tank, just loosen it and if petrol leak out pretty fast means still got petrol.
