Malaysia is not like other countries which actually have Apple Store's instead of just Apple Certified Reseller's. This means one of two things, we don't have much stock since the shops are on their own and are not guaranteed a certain amount of units AND that the latest and greatest doesn't always get passed to us immediately. Generally it takes about 2 weeks when something is announced over in the US to the time it arrives here on our shores and we can actually buy it. And about 4 weeks before we can just walk into the store and get it off the shelf without pre-ordering. The thing is, if you do buy an MBP which has Tiger while over at US MBP's are already being pre-installed with Leopard, Apple will give you a free CPU upgrade pack. If you don't get one, demand one. That is standard procedure.

I'm not sure of the timeframe. But in the US its anywhere from 2 weeks before the new OS gets released to 2 days. Not very sure. Its safe to say that if when you get the physical machine in your hands and it comes with Tiger, while Leopard is already released you can ask for a CPU upgrade pack. Anything before that I can't answer with certainty.
