Yes, you need reasonably good GPU to take care of the software you use.
Don't worry too much about RAM. 4G stick is ~ RM80, you could upgrade after-market, normally will not void hardware warranty.
The software you use could use some love from i7 quad core, but generally laptop with i7 quad core drain power fast

You need to look for laptop with ULV CPU for good battery performance, but ULV CPU is generally less powerful. So that's a trade-off you have to prioritise.
Solidwork / Catia / UG all should run well in W7.
The small mSATA SSD is really hit or miss, but better than nothing. If budget allow, go for full SATA SSD (128G ~ RM300+/-, 256G ~ RM600+/-). Swap HDD with SSD after market normally will not void hardware warranty.
Most tricky requirement is actually the anti-glare screen

Most consumer class laptop come with glossy screen. Among common brands, you only find Samsung consumer models come with matte screen. But Samsung is generally slightly more expensive for the spec.
Business class laptop has matte screen, but those with reasonable GPU is over your budget.
Alternative is for you to get an anti-glare screen filter (~ RM80 - 100). If you apply it well, it will stick properly and the anti-glare effect is pretty good

So, in short, nothing will fully tick all your boxes
