The absolute best time to buy/change iDevice is before the gathering... Instant catalogue and tons of SHT and other rewards...

A reminder: leveling up to 40 will be next target and need to be soon to take advantage of the upcoming Garnet Ocean hunting grounds... maybe next 3-4 weeks.
