I have the offer from MBB with advance payment redraw facility. Is this facility same as capital repayment facility?

I have a problem here...my bank has delayed the loan release progress until it is over 3 months now... I have to bear some interest due to this. I plan to complain to that bank and request them to bear the penalty.
