1. New Layer.
2. Noise > Add Noise. (Monochromatic and adjust the dots to your preference) 3. Edit > Adjustment > Levels. (move the arrows towards the left/right to only get a few dots left. 4. Ctrl+Click the layer with the dots and Fill with white. 5. Filter > Blur > Radial Blur. (select Zoom and adjust Amount) 6. When that's done, you should have something roughly like that. Just keep playing with the steps until you're happy with the final one. Touch ups can be done using Masks. |
