When I am playing a charging ipad2, I always feel to be shocked by electricity especially when im touching its frame. Is it normal? Anyone share the same experience?

Make sure to use a 3 prong plug that earth, otherwise it might bite. The top prong, make sure is not a plastic one. If you use extension to wall socket, make sure the all connection is earthed properly.

I use the original charger and cable, used to have this problem but now no more, but when I touch the back of my ipad, you can "feel" the electric current

It's aluminum, may have static, be careful.

Static can be transferred from the current to the back of the iPad since it has an aluminium back.. you know metal is a good conductor of electricity drill ...
I'm sure you won't get that if you are using a casing no?

Well most users don't usually use their iPad while charging, kinda defeats the purpose of having a mobile tablet in the first place. However I do use mine as a clock stand while plugged into the AC wall extension socket with a pure leather casing occasionally, no problems or noticeable shocks so far.
