Air Gear anime does follow the manga closes atleast until the end of Behemoth battle. And Simca did cut her hair shorts by episode 20-21. But the anime concludes at 30-30 battle which i don't know follows the manga or not.

I hope they released a second season because the fight Kogarasumaru had with Trident in Kyoto was kind of simple and the ending was kinda potong stim.

No idea, so far no official statement from Toei or the official Air Gear anime website about any plans for a second season (as far as I can see, maybe i missed an announcement >_<)
