My phone's never been dunked and it looks 'foggy' (the LED flash). Thanks for the replies.
Reason is coz the LED flash used in the phone has a plastic piece over the LED module that gives it the blur effect. It's not water, don't worry.
Used a few of those LEDs during college so yea, I'm pretty sure about this.
