My modem usually normal warm only.
My way to fix is reconnect my wifi..
I just did.. Now see any different..
If no different I shall flash it to OpenWRT

maxis websites stated new T&C : each user speed is up to 10Mbps,.. base on besr effort basic,.. 

than......it useless for me to get new modem...but atleast i can feel DC HSPA+    than my E173......if up to 10Mbps.....DC HSPA+ is 40Mbps.....LTE 75Mbps....if they capped at high traffic place like blacktubi or maxis place (Kuantan, JB).that maybe reasonable..but my place......95% of m friend here using celcom..other is umobile and digi..and little puny of maxis
