1.) Not limited by budget, which air HSF that you guys suggested currently?

Pick top one from trustable review. Thermalright Silver Arrow SB-E Extreme for example if your casing's width permitted.

QUOTE
2.) With limited budget of RM200, which air HSF that you guys suggested currently?

Hyper 212 Evo. Good ratio performance/price

QUOTE
3.) Which fan model that you guys recommended for Rig cooling?

I vote AC F12 for casing fan, either PWM or fixed version

QUOTE
3.) Any official / correct way to reapply thermal paste? I heard if apply too much or too little will cause you problems (air gap in the thermal paste layer lead to overheat)

No official way, all depend on few factor. But less is more. Check HERE.

QUOTE
a.) chemical used to remove old thermal paste? (alchohol like isopropanol, ethanol?)

Just buy alcohol swab containing Isopropyl from pharmacy. It less than RM10 for 100pcs.

QUOTE
b.) how to discharge my hand before touching the processor surface?

Hold any big bare metal for few second. Exp: door grill

4.) Curiosity questions.

a.) I heard some good Mobo have fan speed control interface such as Asus Fan Xpert etc. So, it is important and that is the only way to control my fan? what if my mobo doesn't have it? Any other third party software to control fan but my mobo must have the hardware features that can control fan right?
(Aiming Asrock extreme4, Asus P8Z77-LK, gigabyte GA-Z77X-D3H)

Not familiar with Asus. Leave others to answer. biggrin.gif

QUOTE
b.) I heard some air HSF comes with integrated/ external fan speed control? is that the one that we put at the 5" dock that have display and control knob?

Normally the controller is to install at PCI slot. Exp: CM V8. Controller that got display & few control knob is sold separately.

I heard AC F12 is nice but I need one or two nice fans to place on top of my rig to light up my motherboard. Any alternative nice fan that comes with blue LED lighting? AC got LED?
*
AC fan got no LED. All performance fan had no LED as I remember. But for your CM690, you can try Bitfenix Spectre LED 14cm...or Enermax fan from lingloong here
