Yes, if you are first home buyer.
Sample calculation:
*PRIMA ALAM DAMAI*
Unit: Residensi Alam Damai
List Price: RM243,000
Minus 10% HOC Discount: RM24,300
SPA Price: RM218,700
Minus 15% Sale Rebate: RM32,805
*Nett Price: RM185,895*
*Terms & Conditions:*
1. 10% Sale Rebate subject to SPA signed & stamped within *60 days* from date of OTP.
2. 5% @ 10% @ 15% @ 20% Sale Rebate in credit note form. PR1MA *will not* refund in cash. Buyers are advised to take a sufficient loan. Maximum loan amount *MUST* same with Nett Price. Any exceed amount from Nett Price, PR1MA will not refund to buyers. If loan lower than Nett Price, buyers to top up d differential upon SPA signing.
Example, you got 90% loan out of S&P price 218,700 = 196,830
HOC selling price = 185,895. So the differences (196,830 - 185,895) = around 11k will be issued credit note. No idea what is the usage of this credit note. Maybe to use for renovation taking package from developer?
3. Free MOT for first time house buyer, buyers must execute the SPA up to June 2019. As for HOC entitlement, buyers must execute the SPA within 60 days from OTP date.

let me try to understand regarding of your explanation...
let say the project is 200k...so, when deduct 10% from hoc cmpaign, the spa price is 180k right... so, should in the offer letter, the price should be stated as 180k... but still, we have another 10% for prima rebate that not deduct yet from the spa price (180k).
let say, this prima house is my second house and as we know, for second house we just can only get 90% loan, is it possible if i apply loan 90% from total spa price which mean i just apply loan for 162k, and planning to use the 10% rebate as my 10% as a deposit?
