Anywhere is the same, choose the place that u wanna go. If possible try to get those classes which the confine water classes will be done in pool at kl before your trip so u no nid to spend so much time getting comfortable and reading books over at ur dive site.

Imo both place r the same n u wont really enjoy ur ow unless u take leasure dives cos of the stress n uneasiness at the start. and secondly u will be going both places to dive again in the future so no difference. haha
