Depends. Some games only region (IP) locked such as Dirt2, so you can still download by using VPN. Some, like Catherine is console locked and there's nothing you can do except owning a console for that region. So if you have both Asian and US consoles, then good for you

The option to buy using MSP is not there the last time I tried to buy something. Bought Dirt 2 and as I suspected, it requires VPN to finish the download or it's not usable.

I think I've explained in my previous post. Region locked games can still be purchased and downloaded if you're not in the origin country by using VPN. Console lock, need console of the game origin, for example, Catherine for NTSC will require you to have NTSC console to even purchase the game.
