graphic improvement is always happening bit by bit.
they added global illumination a while ago, making overall lighting better, but still, a bit of custom ReShade & screenspace RayTracing shader goes a long way as long as your machine can take the hit.
aside from tons of new areas, some areas are gradually getting make over, such as the starter town is already using the enhanced version that planned for POE2.0.
one of the big focus of POE2.0 definitely is graphical overhaul. Obviously all these takes it toll on performance. They are trying Vulkan support now, hopefully will make the game runs better in the future.
generally you won't see much problem when playing alone, it's only in party play (or you playing ridiculous meme builds) that the amount of effects can bog down the framerate.
in term of improvement that are actually so important we cannot live without : lockstep netcode & lootfilter.
rubber banding is almost not happening anymore with lockstep netcode, instead of the old predictive netcode.
lootfilter allows filtering out junk loots, it pretty much works like CSS web coding.
since everyone start fresh every 3 months on a new league, there no such things of unable to catch up.
of course, the only issue for returning / new player is - YOU GOT SHITS TONS TO LEARN

if your last played is before the existence of Act10... well, pretty much just treat this as a completely new game.
the end game mapping mechanism had been changed 3 times since then...
