even with nerf, most old build would still works fine.
Unless the one you looking at uses some very specific unique items or mechanics that got changed in 3.8.
availability of items is always the biggest concern at fresh league start, so better not to play something too crazy in the first week.
play some easy cheap build to farm currencies & unlock atlas first. Once got some good resource then can play something else more expensive.

Summoner no doubt will be very popular, as far as I see. Haven't finish reading the novel patch note yet. Got time follow back later.

Mine is larger in dimension but is a 1080p Samseng TV panel      low PPI / pixel density. This is like what... 60ppi?
But I do play games in 21:9 2560x1080 custom resolution.

40", already stated is 1080p. Boost to 1440p with AMD VSR.

finally, completed Uber Elder for the 2nd time in POE with melee pure physical dual swords Slayer Cyclone, my 1st time Uber elder killed did in Legion league with cyclone magma orb.

finally, 1st time dropped Primastic Eye of Jewel in POE from Uber Elder but cannot pick up item       

done for this league. overall build cost 2EX and 200C. main cost from amour 6L 2EX. weapons, ring, boot, glove, amulet, buy cheap. 3 resistance stygian belt brought at 50C 

overall economy, exalted pure drop in mapping 0. exalted dropped from TD Cassia 2EX, TD loot box 2EX (total 4EX); account balance 11EX (trading)

overall oil dropped. some oils upgraded.


overall max damage in POB 1.5mil with flask effect. boss fight is decent. i die many because unclear boss mechanics. and i have not use any OIL Anointing, big room to boost dps

i play since Abyss, counting counting.... realized i played 8 leagues already  and never killed shaper, just stop half way in mapping. only for Legion and Blight i killed shaper, elder, and Uber Elder. and i am not strong, i always used 4-6 portals to complete game content, everytime death in guardians fight.

Legion (cyclone) and Blight (summoner) are really Over Power (OP) build. with cheap gear u can do it easily. I played cyclone nerf abit in blight still feel DECENT, no wonder last league 50% players played cyclone and everyone laugh out loud

Took a quick look...

Immediate problem:
- low DPS, try hit at least 100k++. Will need that amount for mid tier map above
- low LIFE amount, target is 5k minimum

Items:
Had to replace practically everything except your armor.
- weapon example:
a, wand : 120% spell damage, 70% spell crit, 35% crit multi
b, dagger : 70% spell damage, 120% spell crit, 35% crit multi
- dual wield for more dps or pick a shield (suggest to use shield)
- get flat LIFE on every single item. Most item can get to 80~90 flat LIFE per item. Armor & shield can go higher.
- so we're probably looking at 700+ flat LIFE from gear alone.
- if using spell shield, it can also roll dps mods. Eg: 70% spell damage + 70% spell crit + 35% crit multi
- stack crit multi on all possible items that can have it : weapon, ring, amulet, jewel
- when playing crit build, use a diamond flask. Also use Atziri Promise for burst dps.
- you're using wrong belt, get the one with lightning damage & lightning leech

After replacing items mentioned above, got from your current 30k-ish to well over 80k dps
LIFE also near to 5k now, we not yet deal with passive tree.

Passive Tree & gem:
- get all the crit multi on passive tree
- get some more nearby LIFE, don't travel too far away wasting points
- get power charge node for spell damage increase when you have power charge
- gain power charge with Orb of Storm + PCoC combo - this also give you additional 50k dps support!
- tree is fine for the most part, just need optimization here and there
- use Arcane Surge of lv10 or below, otherwise it's too hard to proc consistently
- I highly doubt MOM (Mind over Matter) is viable without any mana passive & gear investment. If you often got into the situation of cannot do anything cuz ran out of mana, and can only stand there and die... then don't use MoM.

Now we're at 100k dps, with additional Orb of Storm 50k dps, 5k+ LIFE
Level and quality your gem and will eventually hit 140k+

I didn't played brand much, didn't feels right for me. If it clear too slow then... 

Above is just a very typical cookie-cutter crit spell setup, you can duplicate the same idea across all self cast spells.
There also this Cerberus Limb + Lioneye's Remorse combo for hybrid setup, that gives you a lot of LIFE, ES, armor defense, and spell leech.
DPS will be lower but in exchange it is possible to run hybrid setup, 5k LIFE + 5K ES for example, but obviously this will also make gearing harder cuz you need high ES on every item.

The higher level of Arcane Surge need to spent MORE mana to proc
lv20 at 400 mana spent with the linked skill.
lv10 at 64 mana spent.

Usually this is linked with movement skill cuz we spam that often so we can keep Arcane Surge buff up consistently.
Let say...
Shield Charge + Faster Attack + Fortify + Arcane Surge = only cost 14 mana to cast...
lv20 Arcane Surge = need to shield charge TWENTY NINE times for the buff to finally appear!
lv10 arcane surge = shield charge FIVE times... that's still not OK actually.

Let say I want Arcane Surge to proc every TWO times I use Shield Charge, then the Arcane Surge level need to be... Lv6 (26 mana spent)
At this level, Arcane Surge will guarantee 100% buff up time because of how often we spam movement skill.

Also on the issue regarding flasks, the setup should consist of:
- Diamond Flask : with increased duration / less charge use
- Atziri Promise
- Life Flask : must have instant recovery (the 25% reduction version) - this is the PANIC button, put it at a slot you can hit easily & fast.
- Basalt Flask : with BLEED immune, mandatory - don't you found yourself bleed to death sometime... some bosses also uses bleed attack...
- Quicksilver if you still need it, otherwise replace with another Life flask or elemental flask.
FREEZE immune is also highly recommended, can put it on Diamond flask if lack of option; otherwise an elemental flask + Freeze Immune is ok.
Shock & Burn are much less of problem, usually don't need it EXCEPT when fighting hard end-game bosses - need to change flask setup depending on what you're fighting.

Had to make junk invisible to prevent that lag.
