The main problem is from the irresponsibility owner who don't care their pets. And those who think pity/good heard to feed them. If you want to feed them or own the pets, you have to takecare of everything. From food till shit. You don't cause your neighbour trouble.

It is just like a baby till child. You care to feed them. But don't care to educate your child.

My oversea friend told me, when he see some neighbour walk their dog and let it shit around which is very common here, he will pickup the poo, walkover to the house and throw it back to them. I salute him.

The best way is get a cage, trap them and send it to any pets home. Or drive 100km and release it. This are stray animal. Capable to adapt any environment.
