Imho, looking at short term, changing rims and tyres may cost more than changing tyres only. If looking at long term, may save more in terms of changing new 15" tyres
Options wise can consider Mich XM2 for comfort / quietness or Yoko C-Drive 2 for less quiet / mid performance
Then again, having thicker profile, narrower width will increase overall NVH
The price jump from 15" to 16" tyres (especially compare same model, diff size) is quite significant that for some just skip 16" to 17" if upsize from 15"
