Did your mom withdraw the amount in Oct 2018 ? If so, the dividend is already included in the withdrawal based on the dividend rates declared in Feb 2018

If your mom has not withdrawn the amount until today, then the dividend will be based on the dividend rates declared in Feb 2019

So, it depends on the date of withdrawal

I withdrew fully my EPF a few years ago. In the calculation, they included the current year dividend calculated based on the previous year rate. They don’t wait until next year to give me the money.

Read the link provided by MUM carefully. It stated the same thing

Members who have made a lump sum withdrawal of all savings such as the Age 55/60 Years (opted to withdraw all savings), Incapacitation and Death (by the beneficiary) Withdrawals, will be paid based on the following two conditions:

The withdrawal is made before the dividend is declared (period from 1 January to the date the dividend is declared). Members will receive: (Note : withdrawal between Jan and Feb, which is not in your case)

All savings; AND
Dividend at the rate of 2.5% will be paid first.
The balance of the dividend will be paid when the dividend rate for the year is declared.


Withdrawal after the dividend is declared (Note : applicable to you). Members will receive:

All savings; AND
Dividend based on the rate declared in that year. (Note : ie. Rate declared in Feb 2018)


The above schedule does not apply to members who have made the Leaving the Country Withdrawal. This means that members will receive all EPF savings together with the dividends as declared in the year when they apply for the withdrawal at any time.

What I read from the statement :

1. If there is no new contributors, then eventually those who contributed to the fund before (old members) will take out all monies left and EPF fund size will become zero. That would take a long long time like 50 years, assuming no more new contributors from today. That is a logical statement with the assumption of no new contributors

2. The assumption of no new contributors can also hold true if new jobs are all self employed jobs (more and more online jobs where many small and micro businesses will thrive). Although this is not 100% likely. Big companies still need employees and these new employees will contribute to the fund. But who knows what the future economy will be like ?

3. Governments around the world depend a lot on pension funds for their bonds. Malaysia is not an exception. As the economy grows, so is the government borrowings. Therefore, if EPF does not have continuing new contributors, they are not able to provide additional borrowings to the government. They can only provide the investment returns to the existing members.

4. If #3 happens, government is in trouble. They have to resort to issue more expensive bonds to overseas investors. When government is in trouble, it will drag down EPF as a sizeable percentage of the fund is government bonds previously issued to them. Eventually EPF members will suffer and take the loss

5. I don't think the CEO meant EPF is a ponzi scheme.

I see a lot of nervous reactions here on the CEO's comment. Maybe you guys have too much at stake in EPF ? If a genuine comment from the CEO can raise your concern, maybe you should relook at your portfolio and re-balance it. Remember, diversification into different classes of assets can spread out the risk and make your portfolio more solid and can withstand any eventuality.

That is a good point. If e-commerce is the future economy, then there will be no more employees and everybody will run their e-business. Big companies will contract these people as their contractors instead of full-time employee
