Do I need to create a US region gamertag and load the ms point into tht account?

nope no need to provide cc if u not planning to renew... and yet if u provide cc that u wanna renew.. after ur gold expiry, MS will auto charge on ur cc and u need to call MS sg to cancel it... not advisable

solution: 3months prepaid card... or Ambank NexG cc (details u can find in sticky there)
