http://www.1010tires.com/TireSizeCalculator.aspGo here and calculate. When changing sizes, its best to keep within the 3% rule, esp if the new diamater is larger. If its smaller, more than 3% may still be acceptable. In your case, its larger than 3%, hence, not adviceable.

Depends on what your priorities are
Performance or Comfort.
If you want performance at a Budget, Hankook V12 is a good buy. After that its Goodyear GD5 and if you have the budget Michelin PS3
Comfort are tyres like Goodyear NCT5, Conti Comfort Contact 5, Michelin XM2
