you can check if its a non-bumi lot. Don't just trust the owner. Check the title. It should state if it is bumi lot or not. If it's non-bumi lot. you can ask your lawyer to do it.
To obtain state consent takes about mebbe 1-3 months. Sometimes longer depending on the documentation needed. Get a lawyer that has done it before or a reputable conveyancing lawyer.
Processing for Selangor state is not too long. you may be lucky and get it quickly. Just don't expect it to be fast. If it is .. it's a bonus.
